In such circumstances, you'll find yourself unable to access your system and stored data either.
Usually, the error message appears whenever you're trying to create restore point or in the process of restoring your system to bring back everything to its normal state. See the error messages mentioned below for more clarification:
"The restore point could not be created for the following reason: Catastrophic Failure 0x8000FFFF"

Why you're seeing this error?
There are many contributing principles behind aforementioned error and can cause your system to boot abnormally or failed system restore point.
• Malfunctioned computer programs that is interfering with system restore files. Having such programs installed on your PC could cause un-stability for system and thus produces catastrophic failure.
• System restore files may itself become damaged/replaced or corrupted. Malware/Trojan attacks could be responsible causes behind it.
• Volume shadow copy service (VSS) has been disabled. System restore is depended on VSS copy created via shared protection point(SPP).

What are the possible solutions?
There are few relevant solutions to get this problem solved in few minutes to hours. However, it is worth mentioning that some of the below mentioned tasks should be performed with pros hands. If you're basic computer user and don't know much about computer stuff, take your system to computer repair shop.
Solution #1 – Enable VSS Copy from Services
1. Open Control Panel, double click on administrative tools and then double click Services tab.
Note: In the Control Panel window, select the classic menu from the drop down list of tasks menu.
2. Under Services tab, scroll down window to bottom till you find services named 'Volume Shadow Copy' and double click on it.
3. In the Startup Type menu, select Automatic and click OK.
4. Create a fresh restore point and then again, try to create a fresh system restore point.
Solution #2 – Using registry cleaner software
If the solution #1 didn't helps you, we've to look for the registry entries and make sure proper entries were marked for system restore point. Navigate to the following registry:
HKEY_LOCAL_MACHINE \ Software \ Policies \ Microsoft \ Windows NT \ SystemRestore
In the right side of the window, if there is an entry entitled 'DisableConfig', right-click on it and select delete. Thereafter, run a free registry cleaner software like CCleaner and try to create a fresh system restore point once again.
Solution #3 – Use System Repair to replace missing/damaged system files
Press 'Start' button and search for RUN. Right-click on it and choose to run as Administrator. Use sfc /scannow for all of your drive volume to find and replace missing or damaged system files.
Note: This could take some time depends on the corruption level of your drive volume.
