Comment can be said as a visitor's response about your blog or about your particular blog post. Blogger has given this option. Since you are the owner of a blog you can control the comment option for your blog. You can allow everyone to comment or just allow only registered members to comment on your blog. You can change the settings under the comments option as seen in image. You can enable or disable the comment option by going to posting and clicking on post option at the bottom.
