It is not known how much links from bad websites influences the decisions of your ranking but we now know that it does play a role.
You also do not want to go crazy by laying a bunch of links down on another person's web site even if the content is related to what your site is about. That is not only considered rude to the competing site owner but it also looks spammy as well. Be considerate when it comes to adding links to another person’s site.
It also helps that you are already a member of that forum’s community but that is not a necessity. This is also true when you add comments to blogs as well.
